Certain states require additional highway use tax certificates or weight-distance permits based on vehicle weight, configuration, and in-state travel.
These requirements are separate from IRP and IFTA, and must be met before operating in those states.

State Permit Requirements & Minimum Weight Thresholds
New Mexico Weight Distance Tax (WDT)
Minimum weight:
For vehicles with a GVWR or registered weight over 26,000 lbs
Commercial vehicles traveling in New Mexico may be required to register under the New Mexico Weight Distance Tax (WDT) program. The tax is based on vehicle weight and miles traveled within the state.
New York Highway Use Tax (HUT)
Minimum weight:
For vehicles with a GVWR or registered weight over 18,000 lbs
The New York Highway Use Tax (HUT) applies to certain commercial vehicles operating within New York State. Eligible vehicles must obtain a HUT certificate and decals prior to travel.
Kentucky Weight Distance Tax (KYU / Kentucky WDT License)
Minimum weight:
For vehicles with a GVWR or registered weight of 60,000 lbs or more
Carriers operating in Kentucky with qualifying vehicles may be subject to the Kentucky Weight Distance Tax (KYU), which is based on vehicle weight and miles traveled in the state.
Connecticut Highway Use Fee (HUF)
Minimum weight:
For vehicles with a GVWR or registered weight of 55,000 lbs or more
The Connecticut Highway Use Fee (HUF) applies to heavy commercial vehicles operating within Connecticut. Registration and reporting are required for eligible vehicles.
